 Legal Status

Al-Haq is a registered non-governmental organisation under the Palestinian NGO Law (No. 1, 2000).

Al-Haq’s Decision-Making Procedures

Decision-making within the organisation is made by the General Director in consultation with the Administrative Director,  Finance Director, Program Director and the heads of the departments within Al-Haq.  This is done through regular biweekly meetings of the Executive and Programme Committees, which discuss and decide on administrative and programmatic issues.  The Executive Committee is constituted by the abovementioned senior management, including the heads of departments (Monitoring and Documentation, Legal Research and Advocacy, and Head of the Al-Haq Centre for Applied International Law). Staff members may bring issues and proposals to the relevant committee for discussion during the regular meetings. 

Al-Haq also formulates ad-hoc committees within the organisation for the decision-making and the implementation of specific programmes or activities within the organisation.  Committees encourage teamwork  and maintain clear lines of responsibility and accountability.  Al-Haq has developed systems and structures within the organisation that allow for the professional and efficient implementation of tasks, and Al-Haq has developed internal democratic processes to allow for the contribution and participation of its staff in the different activities of the organisation.  Quarterly meetings are held with the entire staff to report on outcomes achieved, difficulties encountered, and future planned activities.  Staff also discuss organisational issues of concern to them and put forward their needs and opinions.

The financial procedures are transparent and in line with internationally recognised standards. The Finance Director is in charge of managing transactions and approving expenditures in cooperation with heads of departments, the General Director, and the Administrative Director.  Additionally, the General Director signs all agreements with donors and partners and is given the responsibility by the Board of Directors to revise contracts and grant letters, undertake necessary amendments, and sign on behalf of Al-Haq.  
 

Al-Haq’s Board of Directors

Al-Haq has a Board of Directors, made up of nine leaders from the local community with different experiences in the fields of law, human rights, and Palestinian legislation..  The board is entrusted with the responsibility of adopting policies and ensuring the well-being of the organisation, both financially and programmatically.  The Board of Directors appoints a General Director who reports regularly to the Board, to which he or she is accountable.

The Board also approves Al-Haq’s strategic plans, annual work plans, staff appointments, and budgets. Two members of the board are authorised to sign cheques. The board meets at least four times annually to address issues and make decisions relevant to their mandate.
 

Al-Haq’s General Assembly

According to Palestinian NGO Law, registered organisations must have a General Assembly.  Al-Haq’s General Assembly is formed of 28 persons who meet at the end of each year to discuss and approve annual narrative and financial reports, expected budget for the following year, and any new internal policies (following the approval of the Board of Directors).  The General Assembly is also responsible for the appointment of Al-Haq’s external auditor who is accountable to them and should report annually on the financial matters of the organisation.  General Assembly members pay a symbolic annual membership subscription of 10 Jordanian Dinars.

Al-Haq’s Executive Committee

The Executive Committee of the organisation is made up of the senior management, including the General Director, the Administrative Director, the Finance Director, the Programme Director and the heads of the departments, including the Monitoring and Documentation Department, the Legal Research and Advocacy Department (International, National and Regional), and the Centre for Applied International Law.
